This interview continues a discussion with Peter Drahos on addressing our energy, as in climate, crisis. I keep repeating my big beef: a failure to admit to the need for radical conservation.

The financial sector is deeply compromised and cannot be relied upon to invest in effective technologies that are manufactured, rolled out, and make a difference to our energy emissions. A look into Survival Governance with author, Peter Drahos (Part 2 of 2)

LYNN FRIES: Hello and welcome. I’m Lynn Fries producer of Global Political Economy or GPEnewsdocs. This is Part 2 of a conversation with author Peter Drahos on his forthcoming book Survival Governance: Energy & Climate in the Chinese Century.
In Part 1 Drahos explained two concepts– Survival Governance and the bio-digital energy paradigm – introduced in the book. And why, as argued in the book: Without strong leadership from one or more states a world below 2 degrees centigrade is not feasible. Innovation leadership is needed to move the world off fossil fuels and onto renewable energy. CO2 emissions from fossil fuel burning represent about 75% of the world’s greenhouse gas emissions. US continuous fossil fuel innovation and US monopoly models of innovation are failed strategies for a world seeking paths to a low carbon future. While many things could go very badly wrong, China more than any other capitalist state is the most plausible candidate to use state power to roll out new technology at the requisite speed, scale, price and direction necessary to address climate change. The world’s best chance to avoid climate catastrophe rests on innovation leadership from China.
This segment explores Drahos’ take on some other dynamics that he sees at play. We go now back to our conversation with Peter Drahos, Professor of Law and Governance at the European University Institute and Intellectual Property Law at Queen Mary, University of London. Welcome Peter
PETER DRAHOS: Thank you.
FRIES: Peter, we are talking about energy and climate in a situation where the world’s primary energy supply is dominated by fossil fuels with oil at around 32%, gas 23%, coal around 27% and renewable energy is marginalized at something like barely 2%. Talk about that and the lost opportunity of the 1970s.
DRAHOS: Look, the oil crisis of 1973-74 was one of those great opportunities, I mean; it was seen as an opportunity at the time. Lots of ideas that had been played around with mainly by scientists in laboratories: the possibility of solar power which really had become much more doable with the invention of the modern semiconductor chip in the 1950s; tidal power, for example, and wind power; all of these ideas about harnessing the ocean’s currents, about harnessing the sun about, harnessing the wind; those ideas suddenly found an opportunity. But the bulk of the funding went into things that ultimately mattered militarily most obviously nuclear power. But also it was all about maintaining oil security which obviously was important both in terms of economic performance as well as for the purpose of fueling war machines.
Every year the International Energy Agency will publish statistics on the percentage of primary energy that we get from coal, oil and gas and renewables. I should make the point there that the renewable statistic does not include hydropower, which the International Energy Agency classifies separately from renewables, of course nuclear power also.
It is a statistic that shows that progress has been slow. And that is why I argue in the book that we are in the late stages of a climate crisis and innovation now is really our only hope. You know had we begun in the 1970s; if we had grasped the opportunity of renewable energy that scientists, some scientists were presenting in the early 1970s and if we had built on that slowly and replaced oil and gas and coal, right from the get go, as it were, we would be in a very different position today. Now we’re in a position where we have to take radical action and painful action as quickly as we can.
FRIES: Talk about how the IEA which was established in the wake of the 1970s oil crisis played into all this.
DRAHOS: The International Energy Agency was described by Henry Kissinger, he was primarily its architect, he described it as a Sputnik moment. It was a Sputnik moment that was really devoted to the oil and gas and coal industries. Its mission primarily was all about maintaining fossil fuel security. It was about maintaining oil security. You know, we really should have created an international energy agency that had a much wider brief than simply being about oil security. And that led to a narrow perspective.
Over time it became very clear that the IEA was constantly underestimating the speed at which renewable energy could develop and in particular how it could travel down the cost curve. In other words, the speed at which renewable energy, the cost of renewable energy came down tended to surprise IEA analysts. And I think Germany in particular, with the support of other European countries really became worried by this sort of group think mentality at the IEA where the focus was always on the fossil fuel paradigm with very little attention, serious attention being given to renewable energy. And so they proposed the creation of IRENA, the International Renewable Energy Agency.
FRIES: On your point about how the IEA constantly underestimates the potential of renewable energy innovation, I should note for viewers that in Part 1 you talked about the flip side of this. How the IEA constantly overestimates the potential of fossil fuel innovation. With IEA scenarios on carbon capture storage a stunning example of this. And on IRENA, I understand it took quite some doing to get it up and running.
DRAHOS: Yeah, that that took a lot of work and in the book I document just how long that took to get up. And here, I think, you know, we owe a debt of gratitude to those people who really fought for this over a period of three or so decades and got it off the ground. Because at least we have an international energy agency devoted to the cause of renewable energy. And even though at the moment, it doesn’t have the kind of clout of an international energy agency one hopes that that will change.
FRIES: Peter, you say climate change is a real world problem and argue against counting on Wall Street for solutions. Explain what you mean by that.
DRAHOS: You know, we did spend time doing interviews in the United States with people involved with the financing of renewables. And I think the best one can say about Wall Street is that Wall Street sees renewable energy as part of a portfolio of investments, but it’s a relatively small part. And, you know, the example that I discuss in the book, of course, is the financing or the securitization of mortgages prior to the global financial crisis. I mean, essentially in the two years leading up to the global financial crisis those securities or the securitization of mortgages amounted to something like $2 trillion dollars.
And if you look at the global financial crisis, we see all of the actors in the financial sector deeply compromised. I mean, we see the investment banks deeply compromised. We see the ratings agencies as deeply compromised. We see the regulators as deeply compromised. I mean in essence this was a community that completely failed us. And there were real world consequences to this. And we can’t afford to take that chance. We need technologies that are manufactured, that are rolled out, that make a difference to our energy emissions. So that’s what I mean when I say we have a real world problem that requires real world solutions. What we don’t need are people who are interested in financial speculation for the sake of it.
We have to make sure that these innovations in these areas first of all are funded. But we also have to make sure that the research and development that underpins these innovations and that allows companies to roll these innovations out that that research and development is done. And that’s not what Wall Street does. Wall Street does not fund basic research. It isn’t in the business of providing the most important public good of all which is knowledge about how we solve our problems.
FRIES: What’s a post-circular economy? And why do you think that ultimately world capitalism will have to shift in that direction?
DRAHOS: Well, circular economy ideas have been around for a long time. So we really saw them surface in one way or another in the 1960s and seventies when a small group of economists began to question the sustainability of a linear growth models. Because essentially those economists really came to understand that the planet can only sustain so many people.
The circular economy idea is essentially a very simple one and that is that waste should be recycled in some way. So for example, a coal fire plant produces many waste products. So, perhaps some of those products can be used to produce bitumen that could be used ultimately for the purposes of road building. So the basic idea is that one would recycle waste or pollutants for other industries. They become an input for other industries. So that’s the basic idea of the circular economy. Don’t waste things.
The problem with the circular economy idea is that it’s still ultimately assumes fossil fuel and clearly we have to get off fossil fuel. So in my view, it’s not enough just to think about the circular economy. I mean, we can’t just go on recycling waste from coal fire plants because at the end of the day, we have to get out of coal. And so I think ultimately we have to shift to some sort of post-circular economy in which services would play a much greater role.
FRIES: In the book you argue, that in a post-circular economy the emphasis has to be on services to ecosystems and not ecosystem services. And you say this is emphasis is fundamental to indigenous cultures in Australia. In closing, very briefly explain that.
DRAHOS: Well, this really comes out of another book that I wrote many years ago in which I looked at Australia’s indigenous people and how they had adapted to the Australian environment over a period of eighty thousand years or so. The book took a long time because I spent a lot of time hanging around with indigenous groups. And the basic message I came away with from indigenous people was: We do not own the country, the country owns us. So this is a very different perception of a relationship that you have with a country. It’s a very different value. It’s not about how we can turn ecosystems into places where we can put hotels and pretend somehow that’s a service.
And so I somewhat perhaps simplistically say there’s a kind of Goldman Sachs version of ecosystems, you know, in which we look at them from the point of view of what we can get out of them in terms of exploitation. The real shift that we have to make is in what ways can I be of service to ecosystems and that’s a huge paradigm shift.

Not sure the indigenous Australians is a good example. Considering that they drove the megafauna to extinction, it would be more correct to say they they adapted the environment to their needs rather than adapting to it
All human presence everywhere has resulted in destruction/degradation of ecosystems, at all levels. Your logic is faulty and suggests–what? It’s OK to keep burning and extracting fossil fuels at increasingly narrower ROI because agriculture in the Fertile Crescent 9000 years before common era caused salinization of the soil? If our point of difference is that we’re a thinking species, we have to think.
It seems to me that its really more about longevity of a culture, Aboriginals in Aussie managed to last 40,000 years and counting, while the Native Americans who called where i’m pecking away from presently, home for 3,000 years.
Both cultures independent of one another realized that fire was an ally that allowed renewal as long as you didn’t chop down all the fuel vis a vis the trees, not a 1-shot deal with non renewable oil & coal in adapting to their circumstance.
Humans are over killers. Like rats. My money is on the rats.
Need radical conservation and more nuclear fission for the next 20-30 years.
That’ll give the research labs the time needed develop renewables (or fusion) that are scalable 24/7/365 in all weather conditions
not holding my breath as the move to fission should’ve happened pre-fracking, pre-natgas power plant boom.
All you need is radical conservation and more renewables.
All nuke “solutions” cost far more than renewables or enabling conservation so any resources put towards nukes is a net loss even before the issues of waste, centralization, proliferation, accidents, etc. as well as the long history of false claims that workable solutions are just around the corner are taken into account.
And please don’t say “but Thorium”. For starters it only “burns nuclear waste” (a common claim) if one considers turning mid level waste into high level waste a solution or is gaslighting. Second, if someone then says you can’t make a bomb from the waste it only shows they are very shallowly informed or a pure lying sociopath because the reason it is “proliferation proof” is the presence of Americium in the waste which makes it both “proliferation proof” and it is a major reason the waste is much more dangerous than the already bad enough fuel it starts with.
It is not even really “proliferation proof” in the slightest because dirty bombs. Furthermore, suicidal or very rich organized groups could make an a-bomb from it if they intended to use it soon (before the remaining traces of Americium fried the electronics).
look up the amount of power your state uses at 2am. I 100% guarantee that we can’t hit that with current renewables or in thr near term

You miss my point entirely. Spend what you will to fill that gap, more will be filled if you don’t spend on nukes.
Since you moved the goal posts, the radical conservation you rightly first claim is needed implies (actually it more than implies) radical, and, many off grid set ups get by just fine for now with boring, old, heavy (and toxic, so far from perfect) lead acid batteries.
Proven renewable solutions are scaling as we speak. Why do you always shill for nukes so much when you seem not to know much about the issue? I should have let you tout Thorium…
The easy peasey solution is coming.

I like what I’m reading lately. Even hearing. Like on NPR. Amazing. The environment has become a reality, finally. It’s cynical of me to think that this new openness is due to our MIC having perfected forms of warfare that do not destroy the environment but still decimate belligerents without conscience. Implying some gain that goes under the radar. A circular economy is a good goal but to make it work we need not only strict conservation – we need strict birth control. Quotas would be a good start. Sorry to be so bloodless. Our situation is beyond critical.

Yves: you’ve got the right objections & values. But progressives as a team/group/movement seem to glib their way past this reality:
Aspirations are wishes. They aren’t capacity.
How long have humans wanted to fly? In order for that aspiration to be realized, a great deal of technical advancement (“technology” – e.g. what humans know how to do) had to be developed. It took thousands of years for that to happen. Cave-man drawings have pictures of people with wings. Aspirations wait around for centuries, languishing in self-doubt, waiting for societal capability to catch up with our hopes.
Saying we want/need/demand “radical conservation” doesn’t at all mean we can actually do it.
Isn’t it time we move past the “objectioning” and into the enabling?
We need the technical capacity. A lot of us have the motivation and comprehension of circumstance to be motivated toward radical conservatism.
We just don’t yet have tools to do it. I ask: should we re-allocate the emotional energy from “objecting” to “creating”?
You are right, we can’t want/need/demand radical conservation; We need to practice it. Luckily it is not difficult to start. We can both “object” by buying less stuff and (for some) earning less money, which gives you more time, and “create” by spending our newly liberated time creating, restoring or recycling local resources. Then you get radical by doing it more and better, inspiring others to do it, and working politically to make it universal.
Well said. I hope you get some early successes, and that you have regular contact with people that are “doing”. It’ll help a lot.
The point made by Barry Commoner & others 50 years ago was the radical conservation will happen, either through education & planning or as a result of running up against hard limits.

Your solar expert is right to say that there is investment in solar, but that’s not the problem. The problem is that Wall Street won’t lead and continues to support fossil fuel. The four biggest banks that finance fossil fuel globally are, by a long shot, JPMorgan Chase, Wells Fargo, Citi and Bank of America (see the Fossil Fuel Finance Report for 2020).

To grasp what’s required for the world to exit from fossil fuel, you need to look at the picture in aggregate. That is what Drahos does. What is sheer nonsense is to look at solar investment or the divestment movement or some other part of the picture and jump to a global conclusion.
